Court Order (a Subpoena) is required to get identity (name and address) of hacker.

 

Phone Records: Given a phone number, a (white or yellow pages) reverse lookup can easily provide name and address of the owner. However, it's not as easy with an IP or Email address -- that require Court Orders to identify owner.

 

IP Records: A lookup will get the ISP location but not the name and address of the ip owner -- a Court Order is required for that detail. Privacy laws protect law abiding citizens, but they also protect criminals. This may change in the future, but for today -- not having a court order can STOP an investigation.

 

The Fix: If Time and Money is not an Issue, a cyber-smart attorney may be able to pursue a (John DOE) Lawsuit and Subpeona. Otherwise, do it yourself -- discover, investigate, prosecute.
